Guiding Principles for the Future


From this collaborative process, we have developed seven guiding principles that will serve as the foundation of  ENVISION 2047, the community vision plan. These principles will guide our priorities, shape our focus, and help us build a stronger, more connected future for our region.

Community leaders, partners, and stakeholders gathered on May 20 to officially launch ENVISION 2047, a long-term vision plan designed to guide the future growth and development of Summerville and Dorchester County. The event marked the transition from planning to implementation, as the community begins bringing the shared vision to life.


A highlight of the event was a ceremonial signing experience, where attendees added their signatures to commemorate their commitment to the vision and the collaborative effort that shaped it. ENVISION 2047 reflects the priorities and aspirations of more than 3,200 community members and will serve as a roadmap for the next two decades as local leaders work together to implement the plan's key initiatives.

During two public briefings in August, we had the privilege of sharing the first draft of the Community Vision Plan—a framework that has been in the making for the past five months.

We’re excited to share the first draft of the Community Vision Plan for Dorchester County. Over the past several months, our steering committee—made up of diverse community members—has been hard at work incorporating feedback from our county-wide survey.


 This plan reflects your voices, ideas, and priorities, and we can’t wait to present the results with you as we look toward Dorchester County’s future.

Community-Centered Vision: We need a vision that understands and reflects the entire community, including its values, challenges, and opportunities.


Public Involvement: The process should prioritize active participation from a diverse range of community members, ensuring inclusive input from stakeholders.


Innovative Approaches: We seek fresh ideas that challenge conventional thinking and encourage new solutions to community development.


Strategic Guidance: Your plan will guide decision-makers on growth areas, target industries, and economic development strategies.


Long-Term Impact: The strategic action plan must be sustainable, with regular progress assessments to ensure continued success over the next 15 years.

Background

The Town of Summerville, Dorchester County, and the Chamber of Commerce have joined together to create a joint strategic plan that ensures our community grows and thrives.


Summerville last participated in a community visioning exercise in 2014, alongside a 30-year vision for the Comprehensive Plan Update. Since then, the town has experienced tremendous growth, with new developments and increasing interest from the community and local agencies to revisit and refresh the long-term vision for Summerville’s future.


As we plan for the next 15 years, we invited consultants to submit proposals that will guide our efforts in creating a focused, forward-looking plan for Summerville and Dorchester County.

Proposals

Consultants were invited to submit a proposal, which included an outline of their experience and qualifications in performing work directly related to the services required.


We selected a firm to conduct this work.  The forward facing portion of the work will begin in April 2025.


The vision plan will guide decision makers to focused, growth areas throughout the Town and County as well as target industry and viable economic development. The Community Vision Plan should understand the entire community, reflect core community values, address emerging trends and issues, imagine a preferred future, and promote local action

A vision plan is essential for ensuring a community’s future success, allowing it to grow intentionally, inclusively, and sustainably over the next 15 years. Here's how:


Direction and Focus: A vision plan establishes a shared long-term goal for the community, aligning residents, businesses, and government agencies around a common purpose. This helps direct resources, time, and efforts toward meaningful progress.


Informed Decision-Making: With a vision plan in place, community leaders and decision-makers can make more informed choices about land use, infrastructure, economic development, and other key areas. It serves as a framework for evaluating potential projects and investments.


Proactive Growth Management: As communities expand, it’s crucial to anticipate challenges like population growth, transportation, housing, and environmental concerns. A 15-year plan helps the community manage growth proactively rather than reacting to issues as they arise.


Economic Development: A well-thought-out vision can identify target industries, attract businesses, and promote economic development. By focusing on specific growth areas, a community can build its economic base while preserving its character and identity.



Community Engagement: Developing a vision plan involves engaging a broad range of community voices, ensuring that residents, businesses, and other stakeholders are part of shaping the future. This encourages community buy-in and fosters a sense of ownership and pride.
