The railway serves as a critical link between major industrial entities, including Volvo Cars and Redwood Materials. Construction of the line at Camp Hall is being carried out in four phases. Phase 1 began in May 2023, followed by Phase 2 in June 2024, with the entire project set for completion in the third quarter of 2026.

The presentation emphasized how the railway is helping to reduce truck traffic on local roads, offering a faster alternative for freight transport from the Navy Base Intermodal Facility at the former Charleston Naval Complex.
